Niniejszy artykuł omawia rolę i pozycję struktur Ministerstwa Spraw Wewnętrznych od września 1980 do grudnia 1981 roku – trudnego okresu dla władz komunistycznych, kiedy konieczne było zaakceptowanie istnienia organizacji, której nie można było w pełni kontrolować przez aparat partyjny. Autor rozważa szczególne kwestie głównie z perspektywy walki z „Solidarnością”. Artykuł przedstawia najważniejsze elementy działań organizowanych przez Ministerstwo Spraw Wewnętrznych skierowanych przeciwko Niezależnemu Samorządnemu Związkowi Zawodowemu „Solidarność”, w tym „ochronę związku”, skłócanie liderów „Solidarności” lub organizowanie sieci szpiegowskiej. Praca koncentruje się również na roli ministerstwa w przygotowaniach do wprowadzenia stanu wojennego.

Badając znaczenie struktur Ministerstwa Spraw Wewnętrznych w systemie rządów Polskiej Rzeczypospolitej Ludowej, autor zwrócił uwagę na wpływ działań ministerstwa na władze partyjne i państwowe podczas rozwiązywania konfliktów, a także na relacje między kierownictwem Ministerstwa a stroną radziecką. Ponadto artykuł omawia czynniki, które mogły przyczynić się do zmniejszenia znaczenia Ministerstwa Spraw Wewnętrznych w omawianym okresie. Ten tekst stanowi przegląd obecnej wiedzy na omawiane tematy, mający na celu uporządkowanie tych informacji oraz sformułowanie postulatów badawczych.

The role and position of the Ministry of the Interior and its apparatus within the system of government in the Polish People’s Republic from September 1980 to December 1981. An analysis of the selected examples.

The following article discusses the role and position of the structures of the Ministry of the Interior from September 1980 to December 1981 – the difficult period for the communist authorities, when it was necessary to accept the existence of the organization which could not be fully controlled by the party apparatus. The author ponders over particular issues mainly from the angle of the fight with ‘Solidarity’. The paper presents the most important elements of the actions organized by the Ministry of the Interior aimed at the Independent Self-governing Labour Union, including ‘the protection of the union’, setting the leaders of ‘solidarity’ at variance or organizing a spy network. The work also focuses on the role of ministry in preparations for introducing martial law.

Investigating the significance of the Ministry of the Interior structures within the system of the government in the Polish People’s Republic, the author drew attention to the impact of ministry’s activities on the party and state authorities while handling conflicts, as well as the relationship between the Ministry management and the Soviet side. In addition, the article discusses the factors which could contribute to diminishing the significance of the Ministry of the Interior in the period under investigation. This text is a survey of the present knowledge on the discussed issues aiming to arrange this information and to formulate research postulates.

Le rôle et la position du ministère de l’Intérieur et de son appareil au sein du système de gouvernement dans la République populaire de Pologne de septembre 1980 à décembre 1981. Analyse de quelques exemples choisis.

Cet article traite du rôle et de la position des structures du ministère de l’Intérieur de septembre 1980 à décembre 1981 – une période difficile pour les autorités communistes, lorsqu’il était nécessaire d’accepter l’existence d’une organisation qui ne pouvait pas être entièrement contrôlée par l’appareil du parti. L’auteur examine des questions particulières principalement sous l’angle de la lutte contre «Solidarność». L’article présente les éléments les plus importants des actions organisées par le ministère de l’Intérieur à l’encontre du Syndicat autonome indépendant «Solidarność», y compris la «protection du syndicat», la mise en conflit des dirigeants de «Solidarność» ou l’organisation d’un réseau d’espionnage. Le travail se concentre également sur le rôle du ministère dans les préparations à l’introduction de la loi martiale.

En examinant l’importance des structures du ministère de l’Intérieur dans le système de gouvernement de la République populaire de Pologne, l’auteur a attiré l’attention sur l’impact des activités du ministère sur les autorités du parti et de l’État lors de la gestion des conflits, ainsi que sur la relation entre la direction du ministère et la partie soviétique. De plus, l’article discute des facteurs qui pourraient contribuer à diminuer l’importance du ministère de l’Intérieur pendant la période étudiée. Ce texte est un aperçu des connaissances actuelles sur les questions discutées, visant à organiser ces informations et à formuler des postulats de recherche.
