The Civilian Structure of the Polish Underground State in Kolbuszowa. The Poviat Delegation for Kolbuszowa
The aim of this article is to reconstruct the structure, role and tasks of the Poviat Delegation for Kolbuszowa-the Polish Underground State administration during the Second World War. The achievements of the civilian structures of the Polish Underground State have not been properly studied in the Polish historiography so far and it was the central, voivodeship and poviat level where the underground administration functioned exceptionally well. It became an unprecedented- in the whole occupied Europe in the years 1939-1945-example of ruling the country in extreme conditions. The following article also focuses on the personnel, tasks, competence and examples of the co-operation between the underground local government and the military structures of the underground state, that is with the Polish Home Army (for instance, during the operation “Burza” in the summer of 1944). In addition, we mentioned the main areas of the involvement, that is secret teaching and the supervision over the preparation of the self-government personnel at the local level. Unfortunately, scarce sources do not allow to present the complete history of the Poviat Delegation for Kolbuszowa, an underground agency of Polish government in exile.

La structure civile de l’État clandestin polonais à Kolbuszowa. La Délégation du district pour Kolbuszowa
Cet article vise à reconstituer la structure, le rôle et les missions de la Délégation du district pour Kolbuszowa, administration de l’État clandestin polonais pendant la Seconde Guerre mondiale. Les réalisations des structures civiles de l’État clandestin polonais n’ont pas encore été pleinement étudiées dans l’historiographie polonaise, bien que l’administration clandestine ait particulièrement bien fonctionné aux niveaux central, voïvodal et de district. Il s’agit d’un phénomène sans précédent dans toute l’Europe occupée entre 1939 et 1945 – un exemple unique de gestion étatique en conditions extrêmes.
L’article met l’accent sur le personnel, les tâches, les compétences ainsi que sur des exemples de coopération entre l’administration locale clandestine et les structures militaires de l’État clandestin, notamment avec l’Armée de l’Intérieur (par exemple, lors de l’opération « Tempête » à l’été 1944). Sont également évoqués les principaux domaines d’engagement, tels que l’enseignement clandestin et la supervision de la formation du personnel d’autonomie locale. Malheureusement, le manque de sources ne permet pas de présenter l’histoire complète de la Délégation du district pour Kolbuszowa, agence clandestine du gouvernement polonais en exil.
